It reminds me a bit of Aubrey Beardsley, but it might in fact be an illustrator named Mario Cooper: http://societyillustrators.org/honors/hof/625.cms

I love this cover. Somehow it reminds me of Guernica-- that's the first thing that popped into my head when I looked at it.
